Rep. Spain Proposal Gives Voters Power to Combat Corruption 

During a press conference at the Capitol earlier this week, Rep. Ryan Spain was joined by former Illinois Gov. Pat Quinn to propose an amendment to the Illinois Constitution that would allow voters to enact anti-corruption measures through a petition process since the legislature has failed to do so.
