Rep. Ryan Spain issued the following statement upon voting NO on House Bill 3653 in the final moments of the 101st General Assembly, just before Noon on Wednesday: “I am deeply worried about community safety and the ability of our law enforcement agencies and courts to do their jobs in the wake of this bill’s passage. This was a flawed bill process that blocked collaboration with earnest stakeholders and bipartisan legislators.“
